Back to school has a price
The start of the school year has a cost that the Confédération des Familles measures each year: around $ 165 on average for a CP pupil, almost $ 200 for CM1, $ 330 to 350 for a high school student and $ 400 for a high school student. Why such an amount? Digital equipment has been raising the bill for a few years, but households with the lowest incomes can count on the back-to-school allowance (ARS) to take care of a good part of it. Nearly 3 million families are affected by this aid paid by the Family Allowance Fund.
Age and education requirements
In 2019, the ARS is aimed at parents of children born between September 16, 2001 and December 31, 2013, that is to say between the ages of 6 and 18 (from CP to 12th grade). Public and private schools are concerned, as well as distance education when it is attached to an organization.
Kindergarten is not part of the system, except for disabled children whose schooling in kindergarten is prolonged. For young adults born before September 16, 2001 but still in school, they are no longer eligible for ARS, but they can apply for the high school scholarship. With regard to apprentices, the ARS is reserved for those whose remuneration does not exceed 55% of the minimum wage.
Three amounts depending on the age of the child
The ARS amount varies not according to the parents’ income but the child’s age:
- $ 368.84 from 6 to 10 years old;
- $ 389.19 from 11 to 14 years old;
- $ 402.67 from 15 to 18 years old.
Parents’ income determines whether or not they are eligible for the back-to-school allowance:
- $ 24,697 for a dependent child;
- $ 30,397 for two dependent children;
- $ 36,096 for three dependent children;
- $ 5,699 per additional child.
Tight budget and consolidation of appropriations
Spending on education is a burden in itself.
